State DOTs

The current transportation law dealt a few hard knocks to bicycling and walking programs. One big one was the restructuring of the Transportation Enhancements program into something called Transportation Alternatives, which has to fund more types of projects with less money.

When it comes to helping their residents get around without breaking the bank, California, Oregon, Washington, Massachusetts, and New York are the top five states in the nation, while Nebraska, Alaska, Mississippi, Idaho, and North Dakota bring up the rear.

The leaders of the nation’s big city transportation agencies have formed a tight-knit circle, brought together by the National Association of City Transportation Officials to share best practices, and yes, battle scars.

American cities and towns should get a leg up on using federal funds to make streets safer for biking and walking, thanks to rules enacted yesterday by the Federal Highway Administration.

OK, everybody, pack your bags. We're all moving to Massachusetts.

"Innovative" might not be the first word you think of when you think of state DOTs. But Smart Growth America and the State Smart Transportation Initiative are out to change that. The two groups have published a menu of options for states looking to get out of the cash-for-highways rut. "The Innovative DOT: A Handbook of Policy and Practice" outlines myriad ways states can save money and create better transportation options for their residents. If states take note, we could see a lot more innovation coming out of some unlikely places.

In these days of stagnant gas taxes, state and local governments are scrambling for new ways to finance infrastructure. Rahm Emanuel has his $7 billion Chicago Infrastructure Trust, and Antonio Villaraigosa has his America Fast Forward. Even John Kasich in Ohio is trying to sell advertising at rest stops to shore up ODOT.

Rep. Earl Blumenauer likes to say that Oregon was the first state to adopt a gas tax and it will be the first state to get rid of it. In 2006-2007, the state conducted a pilot study of alternative revenue collection methods, with an eye toward moving to a better system. This fall, they’ll do another pilot, fine-tuning their process for replacing the gas tax with a vehicle-miles-traveled fee.

Bike and pedestrian funding got slashed. Federal assistance for transit operations was rejected. Even the performance measures – arguably the high point of the recently passed federal transportation bill – are too weak to be very meaningful. For Americans who want federal policy to support safe streets, sustainable transportation, and livable neighborhoods, there were few bright spots in the transportation bill Congress passed last month.
