The Obama Administration has put forward an opening bid in what are sure to be contentious 2014 budget negotiations, issuing a solidly progressive transportation budget that calls for increased overall spending and continued investment in passenger rail.

The American Society of Civil Engineers released its new report card for U.S. infrastructure yesterday. The topline grades: The country’s “GPA” has gone from a D four years ago to a D+; roads have gone from a D- to a D; transit has stayed steady at a D; and rail made the biggest leap, from a C- to a C+.

President Obama is pressing for infrastructure investment again as part of the fiscal cliff negotiations. The president kicked off talks calling for an end to the debt ceiling, the extension of middle-class tax cuts, and $50 billion in infrastructure spending -- a proposal that first arose last year as part of his ultimately unsuccessful American Jobs Act.

With the election just days away, it’s a good time to reflect on what the Obama administration has done with transportation policy – and what a Romney administration might have in store. Streetsblog does not endorse candidates. This is an overview of their respective records and a look back at what we know of these two men. We’ll start with President Obama in this post and move on to Mitt Romney in the next one.

Over the past two weeks, the American Road & Transportation Builders Association has sent letters to the Republican National Committee [PDF] and the Democratic National Committee [PDF], asking them to consider inserting a plank in their platforms about transportation. And they were clear in their letter that, despite being major cheerleaders for road-building, the future they see is multi-modal.

Last fall, Sen. Rand Paul (R-KY) proposed diverting all transportation enhancements funding, which goes primarily to bike and pedestrian projects, to bridge repair. "With nearly 25 percent of our nation's bridges deemed either structurally deficient or functionally obsolete, we need to make their reconstruction a priority over errant beautification projects," Sen. Paul said.

The House of Representatives approved the transportation bill conference report this afternoon by a vote of 373 to 52. [UPDATE 4:00 PM: The Senate has also approved the bill, 74-19.] This is a bill that’s been called “a death blow to mass transit” by the Amalgamated Transit Union, “a step backwards for America's transportation system” by the Rails-to-Trails Conservancy, “a retreat from the goals of sustainability and economic resiliency” by Reconnecting America, “a substantial capitulation” by Transportation for America, and “bad news for biking and walking” by America Bikes.

The transportation bill conference committee negotiations have been difficult and contentious, by all accounts -- all except Senator Barbara Boxer's account. The EPW chair has been optimistic when others have been bitter, consistently focusing on how much the two sides agree rather than the places where they're still far apart.
